What does the srs code 32-10 mean? Do I have to replace the airbag?

I paid $78 to have honda look at why my SRS light was on. I had it checked and they told me they found error code 32-10 "open in front passenger airbag inflator" I was told that I had to replace my entire airbag at a cost of about $400..Is the airbag system covered under any waranty or recall or anything. The car drives fine and has no other problems and the SRS light goes off for weeks ata atime sometimes. If there was really an open in the system the light would never go out...Help somebody who knows about late model Honda civics PLEASE!!
